 In Phab:D5423 a hack to correctly install the libffi .so files is
 implemented. This is a quick and dirty solution to fix the hadrian build.
 Note [Hadrian: install libffi hack] from that patch and also issue #15837
 have more details, but ultimately hadrian should not have a special case
 for libffi.
