 https://circleci.com/gh/ghc/ghc/8827 shows that on a recent commit from
 master (a little earlier this week), we still have those two failures,
 both timeouts. I guess I'll use an even higher multiplier for those. I'll
 put together a diff and then maybe try to use my circleci<->phab bridge to
 run an i386 validate.
