 Uh... are we reading the same ticket? Richard and I have come to the
 opposite conclusion, that the program in comment:12 //should// be
 accepted, according to the rationale in comment:20. (Richard and I
 initially differed on //why// that program should be accepted, but I came
 around to his explanation after some debate.)
