 Hmmm, so it seems to have something to do with our `merge-sections.ld`
 linker script. I've reduced this down to a rather minimal
 [[https://github.com/bgamari/T14291-repro|reproduction case]] which still
 fails under `ld.gold` and `ld.lld`. Curiously, removing any of the
 remaining linker script sections in this testcase seems to prevent the
 issue.
