Comment:

 `--enable-distro-toolchain` was created to aid in the testing of new GCC
 versions and packaging of `msys2` versions of the compiler, which wouldn't
 use our install script anyway as it uses `makepkg`.

 So I don't think this is a bug, but a feature as you want to use it for
 something it wasn't intended to.
