 Phab:4085 builds a `TyCon` representing `TYPE` by hand in
 `Data.Typeable.Internal`. This is pretty disgusting, but it was the only
 way I managed to smash the last of the mysterious loops. It would be very
 nice to find a cleaner way, but we want to get that merged.
