I am working on github/haskell/cabal commit

I believe I have not been testing with rc2, but various releases from the
rc2 branch obtained from https://launchpad.net/~hvr/+archive/ubuntu/ghc.
I replicated this again with ghc-8.2.0.20170521.
I am running ubuntu 16.04 with all my packages upgraded.
