 What `cabal` commit are you looking at?

 I tried building b3af711a492970718d31ffdc46d31110109ddc42 but was unable
 to reproduce this. Link times are long (`real  0m5.947s user   0m0.028s
 sys    0m5.909s`) but nothing like you report.
