 I have confirmed by printf-debugging that the line

 {{{
       ticks_to_gc = RtsFlags.GcFlags.idleGCDelayTime /
                     RtsFlags.MiscFlags.tickInterval;
 }}}

 is used even if the non-threaded runtime is used, and `doIdleGC` is
 `False`.
