Comment (by simonpj):

 Since `(#,#)` replies `True` to `hasNoBinding` it must be eta-expanded; so
 it's equivalent to
 {{{
 baz = bar (\x y -> (# x, y #))
 }}}
 and now it'd be rejected by the levity tests.

 So the levity tests should account for `hasNoBinding`.
