 the first instance is the reference to the manual itself:

 "Extensive documentation is available in various other formats including
 PDF and HTML; see below."

 where "below" is the rest of the document, which does not seem to contain
 any further mentioning/linking to the proper documentation.

 I think all other instances of "see ..." are similarly empty promises.
