 I was looking for the target for building the user manual so I checked
 https://ghc.haskell.org/trac/ghc/wiki/Building/StandardTargets.
 Unfortunately none of the "documentation targets" seem to work. I tried
 those targets in {{{./}}}, {{{./docs}}}, and {{{./docs/users_guide}}}.
