It doesn't look like a hornets nest to me. In the example you give, the
occurrence of `con2Tag` is simply ambiguous because there are two
bindings, both with the same unqualified name.
I think the `RdrName`s generated by `newName` are `Exact`, right? Not
`Unqual`. Maybe the renamer should not complain about collisions between
`Exact` top-level names.
