 Should `REMOVED` pragmas mention the namespace of the removed thing? For
 example, if you had:

 {{{#!hs
 {-# REMOVED Foo #-}
 }}}

 Then without further information, `Foo` could be interpreted as both a
 data constructor and a type constructor.
