 Unfortunately that's not the case. There were two issues that popped up in
 parallel here:

 1. The cabal file uploaded to Hackage differed from the one in the GHC
 release tag, and broke compat with Cabal 1.24
 2. The cabal file was uploaded months after that GHC version was in
 circulation

 Any installation using GHC 8.2.1 and Stack 1.5.1 was broken when this
 upload occurred on December 4.
