Comment (by refold):

 > It also affects people like me who want to parse the package
 descriptions of the core libraries without depending on bleeding edge
 Cabal features.

 By the same logic, `base` and `integer-gmp` shouldn't be allowed to use
 the latest GHC features because you might want to parse them with
 `haskell-src-exts`.
