Comment (by refold):

 IMO if Stack doesn't support the version of Cabal that ships with a
 certain version of GHC, it shouldn't claim that it supports that version
 of GHC. The same applies to `cabal-install` as well -- in the past,
 upgrading to a new version of GHC often required upgrading to a new
 version of `cabal-install`. There perhaps should be a warning on the GHC
 8.2 download page that installing that version of GHC will require you to
 also upgrade Stack to 1.6.1+, like the download page warnings we had for
 `cabal-install` in the same situation in the past.
