Comment:

 Actually, it's nothing to do with applicative-do (that extension is not
 used).

 Is anyone familiar with arrows who can debug this?

 It fails with GHC 7.10 as well, so I'm not sure it ever worked...

 Maybe someone can cut it down still further...
