Consider this program using `Data.Vector.unsafeThaw` and `-fno-cse`:

foo :: Int -> IO ()

I would expect that

Shouldn't `-fno-cse` fix this?
(Note: With `ghc` instead of `ghci`, we don't observe this behaviour.)
