 Travis suggests that this happens with normal `cabal install` as well:
 https://travis-ci.org/LambdaHack/LambdaHack/jobs/176287181

 Also, the travis results show this happens with `-O0`, `-O` and `-O2` and
 with any recent GHC version, inlcuding as old as 7.8.3.

 Due to the extra info, I'm not closing as a duplicate of #12776, #12789
 and #12675.
