 I am confused about the goal here.  I thought the point of speparating out
 `PprFlags` is because pretty-printing only needs them, not lots of other
 `DynFlags` stuff.   The Descipriotn says "At the moment, SDoc computations
 have full access to the entirety of DynFlags, despite only a minusculely
 small amount of the data structure being relevant to them."

 But if pretty printing ''does'' require a "whole heap of other stuff from
 `DynFlags`", why not leave it all the way it is?

 Perhaps it would be worth elaborating the Description to explain a bit
 more about goal and motivation?
