 minor nitpick: This claim does not apply to `Setup.hs` unless a `custom-
 setup` section exists (and is understood by Cabal). However, things are
 becoming way more "interesting" for `Setup.hs` starting with GHC 8 & Cabal
 1.24 & Stack ;-)
