Comment (by goldfire):

 `Proxy :: Proxy 'Proxy` should also be an error in my "issue an error"
 option. It's a use of a promoted data constructor of a datatype whose type
 parameters are not all `*`.

 To be honest, `-XNoPolyKinds` always confuses me now. :)
