 I edited ticket #9237 and this time the blockedby field had ticket numbers
 without hashes but the blocking field had hashes. In that case I ended up
 getting the same error message as #10695.

 Note to self: Don't put hashes in front of ticket numbers in ticket
 blocked/blocking fields.
