 I think we could make it so that GHCi, if using dynamic libraries, doesn't
 require the `-dev` version of C library dependencies, but what's the gain
 from doing that?  GHC would still require it when not using `-dynamic`, so
 you wouldn't be able to omit the dependency on `-dev` in the distro
 packages, for example.
