 Agreed that the splitting rule must be implemented in the TH quoting
 mechanism. Check out `RnTypes.extractHsTyRdrTyVars` and friends. If you
 have `HsType Name` (instead of `HsType RdrName`), you may be able to
 generalize these functions.
