Comment:

 The threaded runtime is a different matter from supporting executing
 Haskell on multiple OS threads (SMP, or the -N option). Confusing I know!

 The build system was accidentally disabling SMP for all ARM builds, even
 when targeting a version of ARM that supports the atomic operations needed
 to support multiprocessing. Recently reported and fixed in #12981.
