Comment:

 Currently this plan is in need of an implementor. At this point I'm not
 convinced that we want or need to ship our own LLVM builds. Rather, I this
 it would be sufficient to simply try to understand what LLVM passes are
 fruitful for GHC's code (#11295) and be specific about which LLVM version
 a particular GHC release targets (which we already do).

 There are related opportunities here that are a bit farther off,

  * Track aliasing information more precisely (see
 wiki:Commentary/Compiler/Backends/LLVM/Alias)
  * Move to the LLVM bitcode format (#12470)
