Comment:

 Adding Simon Marlow since he committed the compact-region patch.  Add in
 cc anyone else who committed a patch you are suspicious about.

 See my reversion of #11758.  Might that help?

 Oddly, I ''could'' bisect, and found #11758.  After that HEAD works on my
 64-bit Windows.

 We must fix this, and soon.
