 Remove some gratitious varSetElemsWellScoped

 Summary:
 `varSetElemsWellScoped` uses `varSetElems` under the hood which
 introduces unnecessary nondeterminism.
 This does the same thing, possibly cheaper, while preserving
 determinism.

 Test Plan: ./validate
