 I'm not sure what is going on here with this patch.

 When I last checked we were looking at more or less porting the state of
 `semigroups` 0.17.0.1 directly into `base`. In fact that eas the reason
 for the 0.17 release, to get it into a state suitable for direct inclusion
 with a longer ramp-up period.
