 DeriveLift extension (#1830)

 Summary:
 This implements -XDeriveLift, which allows for automatic derivation
 of the Lift class from template-haskell. The implementation is based
 off of Ian Lynagh's th-lift library
 (http://hackage.haskell.org/package/th-lift).
