Comment (by erikd):

 The `ASSERTM` in the previous comment is in the file `rts/sm/Evac.c` in a
 funciton called `evacuate`.  Adding a little more debugging and found that
 this `evacuate` function is called over 19000 times before the assertion
 is triggered.
