Lazy blackholing will still take place for thunks that are not blackholed
by eager blackholing, because we have no way to distinguish between an
eager-blackholed and a lazy-blackholed thunk in the runtime. We had bugs
in this area in the past, see #5226. I'm not sure this helps, but it's
possible that the cardinality analysis is correct and this is a runtime
bug.
