Comment:

 Running `pacman -Sy docbook-xsl` on the machine where the windows bindist
 is build should solve this. I tested it.

 Note: no postscript or pdf though, since pacman on msys2 doesn't have
 dblatex. I updated [wiki:Building/Preparation/Windows].
