 I am currently testing an upgrade to `GCC 5.1.1` for both `x86` and
 `x86_64` builds.

 It will be using the `dongsheng` daily builds from the `MinGW-w64`
 repository which has no `python` or `fortran` dependencies and so is
 significantly smaller. It however does seem to contain everything we need.

 This is done in #10726
