 I have to confirm having exactly the same problem. build command line is

 ./configure --target=arm-unknown-linux-gnueabi --enable-unregisterised
 --with-nm=/usr/bin/nm --prefix=$HOME/haskell/ghc-build  && make quick-
 cross
