Comment (by hvr):

 I've just granted both, `TICKET_EDIT_DESCRIPTION` and `TICKET_EDIT_CC`, to
 the authenticated users

 However, I doubt that #8881 will be resolved by that, as there's an
 implicit set of subscribers (i.e. those that have commented on the ticket)
 which doesn't show up in the CC property
