 Simon's patch works on x86_64 windows, with or without SPJ's temporary
 workaround committed. Cabal works properly. The testsuite looks quite
 clean modulo some perf numbers. Looks good!

 So I think technically this bug is fixed. But there's still an alleged
 32bit error somewhere that Ganesh had, and Simon also had. I've had
 reports of Windows 7 being problematic in particular, so I'm looking to
 reproduce it right now with my build.
