 jloos, thanks for highlighting that vector-binary-instances bug. For some
 reason, no one actually filed it as a GHC ticket so I had no idea of its
 existence.  It turns out to be an long-standing but otherwise undetected
 bug.  Now dignified as #9254 and fixed.
