 That sounds roughly right, but I'm not sure what you mean by "the old
 way".  Really `pprIfaceDecl` should simply behave like `ppr_ty_thing` does
 today.

 Re comment 14, the point is to combine the pretty printing not to
 complicate the duplicate code!  So let's not do that.
