 I've attached a "hack" for haddock that makes the reported error go away.
 What it does, is only restore the static flags when it's likely that
 'parseStaticFlags' will be called again.
 Now when I run "make" I get the same error as #8320.

 My guess is that there is some interaction between the use of
 'staticFlags' in GHC's error reporting and the exception handling code in
 haddock (the use of 'finally').
 Since I don't really understand what's going on, I'm classifying my patch
 as a hack.
