Comment:

 I've temporarily fixed this in HEAD by lowering the unfolding threshold
 for the stage2 build on windows. We're still extremely close to the symbol
 limit, but it should stay OK for 7.8.

 I'm leaving this highest priority and bumping to 7.10.1 - we must find a
 better fix.
