Comment:

 BUMP.

 Once 7.8 hits RC, lets try to AIM for clean validates going forward by
 default on Master.... anything else creates too many barriers to more
 folks getting involved in GHC dev, and thats a problem. Also makes is
 harder to test out GHC features in HEAD.

 basically: we need to make it more painful to have dirty validates.  I
 think Austin has some testing infrastructure plans that would be in
 alignment with this goal.
