Comment:

 I think I have a solution (attached): `genGenericMetaTyCons` creates new
 top-level external names but it doesn't populate the name cache with them.
 Creating the names with `newGlobalBinder`, which in turn updates the name
 cache, fixes this issue (and still passes the testsuite). Though I don't
 know whether this is the correct solution.
