 As mentioned above, 3.2 never worked to bootstrap GHC, and then at some
 point 3.1 stopped working too. You're welcome to try and find a commit
 state that bootstraps with 3.2, but I suspect that you will have more luck
 finding one that bootstraps with 3.1.
