[ghc-steering-committee] Please review #652: Import shadowing

I'm in support.
As I mentioned in the github thread, I'm not a huge fan of (using)
shadowing, but I think it makes sense to be consistent about whether we
allow it or not, and I can certainly see myself using this for prototyping
or small scripts.
