[ghc-steering-committee] #604: do not let -XScopedTypeVariables imply -XTypeAbstractions, rec: accept

As I've said on the Github thread, now that I understand what the proposal
is proposing, I support acceptance. I agree that it's a better path than
what had been previously proposed.
