The NoIncomplete pragma
has been proposed by John Ericson

This was shepherded by Iavor, who stepped down, and I suggest Vitaly
takes over. Vitaly, maybe comment on the Github thread in an
encouraging way, to reduce frustration by the author about the longer
than usual delay.
