[ghc-steering-committee] Record dot syntax: vote results

I've read through the draft and think it does a nice job of addressing the various camps. I like how you've positioned C2a as a conservative initial direction with room for future extensions, and a set of minimal requirements for future extensions. I'm not particularly fond of the existing ideas for parsing `(e).x` but I support the principle behind it.
